The 121 Regional Disposal Facility outside Melissa is where everything the North Texas Municipal Water District collects ultimately ends up, and it is the paid destination for any load its transfer stations refuse. If your Plano or Frisco drop-off was rejected for content, this is where you are sent.
Posted at the gate: $52.00 a ton, billed against a one-ton floor — so even a light load costs the full ton. Several extras sit on top of that. Loads carrying roofing shingles attract a further $150. There is a $25 pull-off fee, and it is not refundable. Tires cost $5 each up to 24.5 inches on the wheel, and loader, farm tractor, motor grader and scraper tires are not taken at all. Leave it late and you pay for that too: $100 if your vehicle exits after 5:30pm on a weekday or after 3:30pm on Saturday.
Payment is the constraint that catches most first-time visitors. Since 1 January 2024 the landfill has taken no cash and no cheques whatsoever. It is credit or debit card, or a Commercial Solid Waste account with the district, and those carry a $500 minimum monthly charge. Turning up with banknotes means turning around.
The district's member cities cover Plano, Frisco, Allen, McKinney and Richardson; a household there whose city utility account is billed for solid waste service gets a limited free drop-off allowance under the district's Acceptable Waste Policy. It does not stretch far: brick, rock, gravel, concrete, dirt, sod, carpet and fence panels have to come here rather than to a transfer station, and they are chargeable whoever brings them. Uncovered and unsecured loads are refused.
Weekday access runs 7am to 5pm, with Saturday shortened to 8am until 3pm. Closed Sundays, and closed on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas. Do not confuse the landfill rate with the district's transfer stations at Custer Road, Lookout Drive and Parkway — those charge $75 a ton plus sales tax and keep different hours.
