Hidalgo County Precinct 3 runs this citizen waste collection station on Los Ebanos Boulevard in Mission, one of five sanitation sites the county keeps open for households in the rural and unincorporated parts of the county. It is not a walk-up drop-off: the precinct works on a permit system, and a vehicle without a valid sticker displayed will be turned away at the gate.

Precinct 3 sells the permit in four lengths. Ninety days costs $25.00, one hundred and eighty days costs $50.00, two hundred and seventy days costs $75.00, and a full year costs $100.00. Registration is handled at the precinct office and the county says payment can be taken over the telephone. Nothing further is charged by load or by weight once the sticker is on the windscreen.

Only residents of rural and unincorporated Hidalgo County qualify. Applicants have to show proof of a service address at that kind of location — a utility bill, a telephone or cable bill, or a driving licence carrying the address will do. Owning property is not by itself enough, and each sticker covers one named vehicle and cannot be passed to another.

The county's published rules bar dump trucks, large commercial vehicles and tractors pulling trailers outright, and the attendant on duty can refuse anything considered unsuitable or ask where a load came from.
