The Eastside Citizen Collection Station on Confederate Drive covers the fast-growing far east side of El Paso, and it is the most interesting of the city's five drop-off yards because it houses the Country Store. That is a genuine reuse shop run by the Environmental Services Department: residents leave gently used appliances, furniture, tools, dishes, toys and bikes, and other residents take them away free, up to five items per person each month.
Alongside the Country Store, all five yards operate the Reusable Household Product Program. Paint, cleaners and similar products brought in still sealed in their original containers and in usable condition are put back out for anyone else to collect, first come first served, with a ceiling of ten products per customer and an ID and signature required. It exists to burn through usable product rather than pay to treat it as hazardous waste, and the range on the shelves varies from yard to yard.
Entry is free to households on the city's residential collection programme, the fee having already been paid through the monthly El Paso Water bill. A pass, requested in advance from Environmental Services, is now needed as well, and at the barrier staff will ask for a current water bill and photo identification bearing that same address. Contractors and businesses cannot use the site at all.
Restrictions match the other yards. No construction or demolition waste is accepted from anyone, including householders doing their own building work. Visits are limited to four per address per month, paint and motor oil to five gallons each, and trailers must be single-axle and under eight feet. Household rubbish, bulky goods, hazardous waste, recyclables, tyres and electronics are all welcome. Hours run 8am to 4pm from Tuesday to Saturday, with closures on five public holidays and at short notice in bad weather; the number to ring is 915-212-6000.
