The City of Port Arthur runs its own municipal landfill at 4732 Highway 73 West, and it functions as the backstop for everything the kerbside crews will not take. The city's own collection pages are explicit that items not collected at the kerb - dried paint cans among them - may be disposed of at the landfill at the owner's or contractor's expense. Disposal rules sit in City Ordinance Chapter 86 rather than on a public rate card.

There is a live change worth knowing about before you plan around this site. In January 2026 the city council approved entering negotiations with a private operator to run the landfill under a public-private partnership. Residents raised concerns at the meeting about tipping fees rising and about knock-on increases to household trash and utility bills, and city officials acknowledged that the landfill's finances fluctuate - recent revenue has leaned on dirt disposal from nearby LNG construction that will not last. Nothing has changed at the gate yet, but the operator, and possibly the rates, may not be the same in a year.

The site is listed as taking municipal solid waste, construction and demolition debris, dry industrial waste and animal waste, which is a broader profile than most city-run gates. One housekeeping note: the landfill still shows up in older directories under portarthur.net, a domain the city has since left behind for portarthurtx.gov.
