The Security Landfill sits on Highway 105 east of Cleveland, in the pine country where Liberty, Montgomery and San Jacinto counties meet north of Houston. WM operates it, and internally the company calls it the Security Recycling and Disposal Facility. It holds Texas municipal solid waste permit 1752B.
Unlike several of WM's other Texas landfills, this one is explicitly open to people arriving under their own steam. The company's facility record lists its customer categories as transporters and the public, and attaches one condition to both: a safety vest is required. Bring one, or expect to buy or borrow one at the scale house before you are allowed near the tipping face.
WM does publish what it will take. Its published intake covers biosolids, CERCLA material, building rubble, ordinary household and municipal rubbish, oilfield waste in both exempt and non-exempt categories, plus garden and green waste, with drum management handled on site. Hazardous waste is not accepted at all, and a number of special streams need booking in with the site beforehand instead of simply being turned up with. If you are carrying anything unusual, ring first.
Payment is one area where this site is unusually transparent for a private landfill: WM records cash, cheque, credit and debit cards and credit accounts as all being taken, which spares you the common problem of arriving at a rural gate that turns out to be card-only or account-only. What the company does not publish is the gate rate itself, so the tonnage price and minimum charge have to be obtained by telephone on 281-592-3543. Independent listings put opening at roughly 7am to 4:30pm on weekdays with a Saturday morning window closing around 11:30am, but those hours do not come from WM and should be confirmed when you call.
