CSC Disposal and Landfill sits in the countryside near Avalon in Ellis County, roughly 0.6 miles north-east of where State Highway 34 meets FM 55. Despite the rural setting it is one of the more specialised disposal sites in Texas, run by Republic Waste Services of Texas, Ltd under the Republic Services banner — the postal address, 101 Republic Way, is a clue to the ownership.
This is not a place to take a trailer of household clear-out. The United States Environmental Protection Agency authorises CSC for the land disposal of non-liquid polychlorinated biphenyls under the Toxic Substances Control Act, an approval most recently renewed in November 2025 after a public comment period. Sites carrying a TSCA PCB authorisation handle contaminated soils, sludges, debris and regulated industrial streams under conditions that ordinary municipal landfills do not operate under, and their business is arranged through contracts rather than at a public gate.
We previously showed a generic household, bulky and yard-waste acceptance list on this page. It came from a statewide permit index rather than from the operator, and it has been removed. Republic does not publish a gate rate, an accepted-materials list or opening hours for this facility on its own website; the company routes all facility enquiries through its locator and its customer service line, so there is no figure we can honestly print here.
The practical position for a member of the public is straightforward. Telephone 800-256-9278 before assuming you can dispose of anything here, and be prepared to be directed elsewhere. Householders in Ellis County looking for a general disposal option will usually be better served by a municipal site or by one of the region's public-access landfills. Anyone with genuinely regulated industrial material, on the other hand, has arrived at one of the few Texas sites permitted to take it.
