Pharr runs two quite different things from the same operation, and confusing them will waste your trip. The recycling drop-off is free and open to anyone. The Residential Collection Station, where household bulk and clean-up waste goes, is for Pharr residents only, is closed to businesses, and charges $1.00 per cubic foot.
That per-cubic-foot pricing is unusual in Texas and it is worth doing the arithmetic before you load. A standard pickup bed is somewhere around fifty cubic feet once it is filled level, so a full truck is a meaningfully larger bill than the flat truckload rates charged elsewhere in the Rio Grande Valley. Concrete is refused outright, as is hazardous waste of any kind.
The staffed centre works 8am to 5pm on weekdays and 8am until noon on Saturday, closing on Sunday. Alongside it the city keeps two unstaffed citizen drop-off points that are accessible around the clock: one at 1015 East Ferguson Avenue and a second at the substation, 7101 South Cage Boulevard. Those take recyclables only.
Materials handled include paper, newspaper, cardboard, plastics numbered 1 and 2, metal, used motor oil and tyres, the last of these restricted to Pharr residents. One correction worth flagging: the centre was announced at 1900 South Cage Boulevard when it opened in 2019, and that address still circulates widely. The city's current page gives the Public Works address on East Ferguson, and 1900 South Cage is now the public safety communications building. Public Works: (956) 402-4350.
